Italy’s €9.3 Billion Social Climate Plan: New Attention for Energy-Efficient Buildings and Heat Pumps

    Italy is moving forward with a €9.3 billion Social Climate Plan, covering the period from 2026 to 2032. The plan aims to help vulnerable households and microenterprises facing higher costs from the energy transition, while supporting a fairer and more sustainable transition.

    According to the official information released by the Italian Ministry of the Environment and Energy Security (MASE) on August 5, 2025, the plan mainly focuses on buildings and transport.

    Among the measures, €3.2 billion will go towards the energy requalification of class F and G publicly owned buildings and those owned by vulnerable microenterprises.

    Note: Italy’s building energy classes range from A4 to G, with A4 being the most energy-efficient and G the least efficient.

    The Italian government expects these improvements to generate around €250 million in annual energy savings, benefiting approximately 210,000 households and more than 80,000 microenterprises.

    The European Heat Pump Association (EHPA) further points out that heat pumps are among the energy-efficiency solutions included in these building improvements. Improving building energy efficiency, reducing dependence on fossil fuels, and using heat pumps can help lower long-term energy costs and improve indoor comfort. Policy funding can further reduce the financial burden of the energy transition for households and businesses.

    For the heat pump industry, these changes in the building sector are worth watching closely.

    In Italy, building energy-efficiency improvements may not only improve the energy performance of buildings, but also increase demand for clean heating, cooling, and domestic hot water solutions. For heat pump manufacturers, distributors, installers, and project partners, building renovation is becoming a market trend worth following over the long term.
